The Need
According to the Department of Housing and Urban Development (HUD housing stability means paying no more than 30% of gross income on rent and utilities. Let's take a day care worker's income as an example:
  
•An average day care worker's income at a large day care corporation is $12 to $15 per hour.
•At $15 per hour for a 40 hour week(times 4.25 weeks) that worker earns a gross monthly income of $2,550.
•Thirty percent of that income or $765 is what a worker at $15 per hour should spend on rent and utilities.
•At Good Shepherd Housing Foundation we allow $250 for utilities.
•This worker can then afford $515 per month for rent.
• In the Prince William Area according to HUD 2009 Fair Market Rent rate, this day care employee would have to work at least 80 hours per week to afford a two bedroom apartment.
